In the first post on Sistri, specify the following:
"paragraph 2 of art. Sistri 12 of Decree reiterates the obligation even if only for a month after operation of the Sistri of completion of forms and records, specifically citing Articles 190 and 193 del D. Lgs. n. 152/06."
di conseguenza la domanda è: trascorso il mese successivo alla operatività del SISTRI, non si dovranno più compilare formulari e registri di carico e scarico?
Se la risposta è affermativa, che ne sarà dell'apparato sanzionatorio previsto dal D. Lgs. n. 152/06, per la mancata compilazione di tali strumenti cartacei? Ricordiamo infatti che il D.M.che istituisce il sistema di tracciabilità dei rifiuti per grado di fonte normativa non può abrogare le norme del TU! E allora non si comprende perchè nel decreto SISTRI è previsto che si possa non adempiere ad un obbligo previsto dallo stesso TU, rischiando peraltro, di vedersi comminate le relative sanzioni!!!
So without regulatory intervention, the parliamentary governing seriously worry that a transitional period in the first place sanctions any undertaking or Sistri Sistri will NOT stop to complete the forms and records of loading and unloading!
... sustainability, not even the shadow!
