The book contains, first, an overview, brief but comprehensive of the guidelines relating to the ATO for water and waste sector. In the first two chapters, in fact, is called for and commented on legislation relating to them, in particular with regard to contracting for the management of services and the tariff, with a detailed reference to the Italian courts and community most recent and significant.
The third chapter is concerned to describe the content of art. 23 bis of Law No 133/08 as amended by art. 15 of L. No 166/2009, and its highly innovative capacity, especially as regards its impact on public service related to water and waste. To this end, the third chapter has a diagram comparing the art. 23 bis of Law No 133/08 and art. 113, D. Legislative Decree No. 267/00.
