Segnaliamo che tuttavia nel testo dei nuovi allegati mancano quelli cartacei, ci sono solo i tracciati multi record. Lo stesso decreto stabilisce che rimangono comunque valide le dichiarazioni presentate entro la sua pubblicazione sulla Gu (dunque 28 aprile 2010) avvalendosi dell’originaria modulistica prevista dal Dpcm 2 dicembre 2008.
Si ritiene però che il nuovo Dpcm 27 aprile 2010 possa presentare profili di illegittimità alla luce di quanto previsto dal comma 2-bis, articolo 6, della legge 70/1994 (istitutiva del Mud), which states that "If you have to make, in the year following the year of reference, changes and additions to the single model of the environmental statement, the above changes and additions are (...) to be published in the Official Journal before the date of 1 March. "

The contested provisions (Article 4 paragraph 1 lit. B), Article 5 and Article 8 of the Law of the Region Lombardy n. 29 January 2009 1) attributed to the Region for the administrative control of the planning area, which are, however, attributed by the parameters mentioned interposed the Committee for the supervision on the use of water resources.
This Court has held that such planning must be traced back to the matter of "protection of competition, exclusive legislative competence of the State, because it is strictly related to the unified management of the service and, therefore, is to enable the concrete exceeded Fragmentation of the management of water resources, in order that the smooth management of a broader regulatory framework aimed at rationalizing the market sector '(Case No. 246 of 2009, Section 13.1. Since the law).
It follows the alleged unconstitutionality of regional arrangements, as a discipline shall differ from that state in one area of \u200b\u200bthe planning area, which is barred to the Region.

La disciplina relativa agli affidamenti del servizio pubblico, di cui all’art. 23 bis della l. n. 133/2008 (peraltro ulteriormente modificato dall’art. 15 della L. n. 166/2009), che ha inciso notevolmente anche sugli affidamenti del servizio idrico integrato e del servizio di gestione integrata dei rifiuti, deve essere letta considerando che le Autorità d’ambito e tutto il loro operato avranno vita per un solo anno a partire dal 28 marzo 2010.

Con L’articolo 1 comma quinquies della legge 26 marzo 2010 n. 42, in sede di conversione del Decreto legge 25 gennaio 2010 n. 2, il legislatore ha introdotto all’art. 2 della Legge 23 dicembre 2009 n. 191 il comma 186 bis che prevede:
“Decorso un anno dalla data di entrata in vigore della presente legge, sono soppresse le Autorita' d'Ambito territoriale di cui agli articoli 148 e 201 del decreto legislativo 3 aprile 2006, n. 152, e successive modificazioni. Decorso lo stesso termine, ogni atto compiuto dalle Autorita' d'ambito territoriale e' da considerarsi nullo. Entro un anno dalla data di entrata in vigore della presente legge, regions already granted under the law functions' performed by the Authority ', in accordance with the principles of subsidiarity', differentiation and adequacy. The provisions of Articles 148 and 201 of Legislative Decree n. 152 of 2006 in each region shall be effective until the date of entry into force of Law in the previous period. The same items are still deleted after one year from the date of entry into force of this Act "
Therefore, according to the arrangement shown, one year after entry into force of Law 42/2010 (28 March 2010): 1) The Area Authority will be deleted, and 2) any act done by them (read including legitimate expectations!) will be considered null and 3) the regions must allocate the functions performed by such authorities.
The introduction of a paragraph 186 states, therefore, the definitive disappearance of the ATO which had already been announced by the legislature with the budget law for 2008 (see art. 2, paragraph 38 of Law No. 244 of December 24, 2007) remained largely unrealized until regulatory intervention mentioned.

Vi segnalo una recente collaborazione con Lo Spazio Bianco. Ho recensito People of the volume Kurden Marina Girardi, the comic who in 2008 won the first prize Komikazen - Festival of reality comics. The review found the here.
Both contributions were made possible thanks to the review and integration of Alberto Casiraghi. This collaboration has had a number of obstacles in its path. She should have quit at the end of 2009, but first I had health problems and I had to stop a first time. Fabiano Ambu here had already spoken on the occasion of its roll of Nimrod. And that was already a major step for his career. But the number of Dampyr of the decade, due out this month, Fabiano is a dream come true.

I think I was among the first (if not the first) in the world of comics to know Fabiano back in 1992. Then made the fanzine Littlenemo and somehow came in contact with us and asked us to cooperate. Even then showed una notevole maturità e serietà di intenti. Il suo scopo era chiaro e niente e nessuno lo avrebbe fermato. Nonostante i tentativi di un autore "miope" che cercò di scalfire la sua determinazione.
Non voglio qui fare una lista di elogi per Fabiano. Lui sa quanto lo stimo e non ho bisogno di esplicitarlo qui. Altri hanno parlato della positiva cocciutaggine di Fabiano, ed è una delle cose che più gli invidio. Mentre in tanti al suo posto avrebbero mollato da tempo, lui non si è mai tirato indietro. La sua passione e il suo entusiasmo hanno ultimamente contagiato anche me. Tanto è vero che sto anche provando a vedere se riesco a tirare fuori qualche buona idea per Dampyr, anche se è una series really hard to write.
Regarding the work of Fabiano on Dampyr I have little to say except that this is a debut with a bang. I had the impression that he started drawing the first table with a little 'fear and awe, perhaps (it was not easy to draw a story), but then in mid-register to buy security, and towards the end of the register realized that the tables are real masterpieces.
I dare not imagine that the better quality will be his next job Dampyr.
